Fakir Mohan University has marked 25 years (1999-2024) of academic excellence, establishing itself as a trusted institution for quality professional education, attracting students from across the country and beyond. In alignment with UGC and BCI guidelines, the University introduced LL.M. and B.A. LL.B. (Hons.) programs in 2002 and 2017, respectively.
Initially, due to infrastructural constraints, these programs were conducted at Balasore Law College. However, following the development of adequate facilities and under the direction of the esteemed Vice-Chancellor, Prof. Santosh Kumar Tripathy, the University inaugurated the PG Department of Law in its old campus in August 2022. The Department now houses and conducts the LL.M. and 5-Year Integrated B.A. LL.B. (Hons.) courses, marking a significant milestone in the University’s commitment to advancing legal education.
About The Seminar
The rapid advancement of digital technology and the widespread use of the internet have significantly transformed modern society, but they have also led to a rise in cyber offences such as online fraud, identity theft, hacking, data breaches, and cyber harassment. These offences often transcend geographical boundaries and create complex legal challenges for traditional criminal justice systems. The determination of criminal liability in cyberspace involves issues of attribution, jurisdiction, digital evidence, and the accountability of individuals, intermediaries, and organizations operating in the online environment.
In India, the legal framework for addressing such offences is primarily provided under the Information Technology Act, 2000 along with relevant provisions of the Bharatiya Nyaya Sanhita, 2023, while enforcement efforts are strengthened through institutional mechanisms such as the Indian Cyber Crime Coordination Centre. In this context, the seminar seeks to examine the emerging dimensions of criminal liability in cyberspace and critically analyze the effectiveness of existing enforcement mechanisms, while also exploring the need for stronger legal frameworks, institutional capacity building, and international cooperation to effectively combat cybercrime in the digital age.

Abstract Submission Guidelines
1. Abstract should not exceed the word limit of 300 words.
2. The abstract should be submitted in doc/docx format with the following specifications:
- Font Type: Times New Roman
- Font Size: 12 pts
- Line spacing: 1.5
- Alignment: Justified
3. The abstract should mention the following specific details on the front page:
- Name of the Author
- Contact Number
- Email ID
- Title of the Submission
4. Rename the document as Name of Author_Title while submission of the abstract.
5. For Abstract Submission: For Abstract Submission Paper presenters are required to send their abstract of the paper in word doc format with the subject “Abstract submission Name of paper presenters” attached to the google form provided: Click Here
6. For full paper submission: Full paper shall be brought on the day of seminar directly in softcopy and hardcopy format as well.
Full Paper Submission Guidelines
1. Original research papers are welcomed on the mentioned topics but are not restricted to the themes as given.
2. The paper can be co-authored. However, a maximum of two co-authors per entry are allowed.
3. The author(s) shall specify in their submission:
- Title of the paper with the theme.
- Names of author(s).
- Name of the College/institution
- Email address and contact number.
4. The full paper should be submitted in doc/docx format with the following specifications:
Length of full paper: 3000 – 5000 words
- Font type: Times New Roman
- Size of the headings: 16 pts
- Size of the body: 12 pts
- Line spacing: 1.5
- Alignment: Justified
- Footnotes font type: Times New Roman
- Footnotes font-size: 10 pts
- Footnotes Line spacing: 1
- Margin to be 1 inch on all sides.
- Follow the Bluebook Citation (21st Edition) for footnoting
5. All submissions should be original and non-plagiarized work and should not have been submitted for publication/published elsewhere in any form.
