- Unemployed persons from government voluntary organisations and members of clubs.
- Members of local women’s groups, Maitri Sangh and other self-help groups, including groups representing disadvantaged and weaker sections.
- Educated prisoners who have demonstrated good conduct and are undergoing long-term imprisonment in jail.
- Individuals working in other fields or sectors.
