Eligibility
Applicants must be officers from the Central Government, State Governments, Union Territory Administrations, public sector undertakings, universities, recognised research institutions, semi-government bodies, autonomous bodies or statutory organisations.
Candidates must fulfil either of the following service conditions:
- Hold an analogous post on a regular basis in the parent cadre or department; or
- Have completed five years of regular service in Level 10 (₹56,100–₹1,77,500) of the pay matrix, or an equivalent level, after appointment in the parent cadre or department.
Candidates must also meet either of the following educational and experience requirements:

- Hold a Bachelor’s degree in Law from a recognised university or institution and have six years of experience in legal matters; or
- Hold a Master’s degree in Law from a recognised university or institution and have five years of experience in legal matters.
