Delhi High Court Seeks ED’s Response to Nayan Raheja’s Plea Against Rs 1,353 Crore Money Laundering Case

The High Court of Delhi has issued notice on a writ petition filed by Nayan N. Raheja, son of Navin M. Raheja, Chairman and Managing Director of Raheja Developers Ltd., seeking quashing of ECIR and all consequential proceedings initiated by the Directorate of Enforcement (ED) qua him. The allegations are primarily that Raheja Developers Ltd. had collected funds to the tune of Rs. 2699.13 Crores from around 4600 homebuyers and diverted Rs. 1353.26 Crores for non-construction purposes. It is alleged that Nayan Raheja had received Rs. 1.23 Crores from the proceeds of crime for which ED has already attached properties worth Rs. 14.10 Crores.

The impugned ECIR was registered by ED in 2022, premised on FIRs originally lodged due to alleged delays in delivery of certain housing projects. Nayan N. Raheja, an architect by profession has been named as an accused in the ECIR despite the fact that in two of the three predicate FIRs in which he was named, the investigating agency has already exonerated him and filed chargesheets without arraying him as an accused while in the third FIR, the matter stands settled with the aggrieved party. Despite this, the ED has provisionally attached properties belonging to Nayan Raheja, frozen his bank accounts, and subjected his residence to continuous surveillance.

The petition was filed through Karanjawala & Co. which was listed before a Bench of Hon’ble Mr. Justice Purushaindra Kumar Kaurav, who, after preliminary hearing, issued notice to the Respondents i.e., Union of India and the Directorate of Enforcement. The matter is next listed on 15th October 2026.

The petition contends that the continued proceedings against Raheja, in the absence of any scheduled offence or criminal intent attributable to him, amount to a gross abuse of the process of law and are violative of Articles 14 and 21 of the Constitution of India.

Petitioner was represented by Karanjawala & Co. Advocates, led by Mr. Sandeep Kapur, Senior Partner and Ms. Manmeet Kaur, Partner alongwith Mr. Irfan Muzamil, Mr. Gurtejpal Singh, Mr. Rishabh Munjal, Mr. Rahul Agarwal, Ms. Kholi Rakuzhuro and Mr. Kunal Kochar who had briefed Mr. Vikas Pahwa, Senior Advocate.

The case is titled Nayan N. Raheja v. Union of India & Anr., W.P. (Crl.) No. 2256 of 2026.
