About the Opportunity

The Alliance Model GST Council (AMGSTC) is a national academic simulation that recreates the proceedings of the Goods and Services Tax Council constituted under Article 279A of the Constitution of India. Following the familiar Model United Nations tradition, delegates take on the roles of India’s State Finance Ministers and Principal Secretaries to debate, negotiate, and vote on a live fiscal-policy agenda.

In its second edition, AMGSTC 2026 accommodates up to thirty-one (31) delegations, corresponding to the full membership of the GST Council — all 28 States together with Delhi, Puducherry, and Jammu & Kashmir. The host Organising Committee portrays the Union Government and steers the Council through three scored rounds culminating in a weighted final vote conducted in accordance with Article 279A(9).

The competition is conducted over two days in three scored rounds: a full Council deliberation on Day 1, an Open Dialogue and consensus-building round on Day 2 morning, and a Final on Day 2 afternoon comprising a Press Conference Simulation and the Final Voting Session, followed by the Valedictory. The rounds are judged by a distinguished panel drawn from the bar, the tax profession, and academia, with the Valedictory Session graced by Hon’ble Shri Prabhakaran P. M., Judicial Member, Goods and Services Tax Appellate Tribunal (GSTAT), as Chief Guest.

Eligibility

  • Open to students enrolled in law programmes (three-year LL.B., five-year integrated LL.B., or LL.M.) at recognised institutions across India.
  • Each delegation comprises two members — a State Finance Minister and a Principal Secretary.
  • Each delegation may be accompanied by one faculty coordinator or institutional observer (non-participating).
  • Each registering team must submit a bona fide certificate or letter of authorisation from its institution, signed by the Head of Institution or authorised faculty.

Theme

  • Technology-neutral GST rate rationalisation and the Input Tax Credit framework for green mobility.
  • The agenda invites delegations to deliberate on some of the most consequential questions in India’s indirect-tax and clean-mobility landscape, including the taxation of hybrid vehicles and the case for technology-neutral rate design, the inverted duty structure affecting electric vehicles, and the treatment of Section 17(5) blocked credit for corporate fleets.
  • Delegates must balance revenue considerations, environmental policy, and the interests of their assigned States within the collaborative structure of the Council.

Registration Fee

  • Rs. 3,000 per delegation.
  • Accommodation is available as an optional add-on at Rs. 1,500 per participant, exercised individually by each member at the time of registration.
  • The registration fee is non-refundable, save where the Organising Committee cancels the event or is unable to allot the delegation a State or Union Territory.

Prizes

  • Winner — Best Delegation: Rs. 50,000 (with trophy and certificates).
  • Runner-Up: Rs. 25,000 (with trophy and certificates).
  • Best Speaker: Rs. 5,000 (with certificate).
  • Best Position Paper: Rs. 5,000 (with certificate).
  • All participants receive certificates of participation.

Important Dates

  • Registration closes: 15 August 2026 (or upon all 31 delegation slots being filled, whichever is earlier).
  • Position Paper due: 30 August 2026.
  • Clarifications deadline: 30 August 2026.
  • Preliminary screening intimation: by 1 September 2026.
  • Competition: 4–5 September 2026 (Friday–Saturday).

  • Registration is confirmed only upon receipt of the completed form, receipt of the fee, and written confirmation from the Organising Committee.
  • Prepare and submit an anonymised Position Paper by 30 August 2026. Position Papers must carry no name or institutional identifier; AI use is capped at 20% of the substantive text; citations must follow OSCOLA or the Bluebook (21st edition).
