About the Organisers
The Centre for Economics, Law and Public Policy (CELP) and the Centre for Tax Laws (CTL) at National Law University, Jodhpur (NLUJ), in collaboration with the Indian Council of Social Science Research (ICSSR), are pleased to announce the National Seminar on “Next-Generation GST Reforms 2.0: Law, Governance and India’s Development Pathways”, scheduled to be held on 24–25 October 2026 at National Law University, Jodhpur.
National Law University, Jodhpur, one of India’s premier law schools, is celebrating its Silver Jubilee year, marking twenty-five years of excellence in legal education, research, and public engagement. Through this Seminar, the University seeks to facilitate interdisciplinary dialogue on the future of India’s indirect tax regime and its broader implications for governance and development.

About the Seminar
The two-day National Seminar seeks to critically examine the evolving constitutional, legal, economic, and technological dimensions of India’s Goods and Services Tax regime in the context of the emerging vision of GST 2.0.
As India’s tax landscape undergoes transformation through technological innovation, changing economic priorities, and evolving federal dynamics, the Seminar aims to bring together members of the judiciary, policymakers, tax administrators, industry leaders, academicians, researchers, chartered accountants, and practitioners to deliberate upon the contemporary challenges and opportunities in GST reform.
The Seminar will feature scholarly paper presentations, expert panel discussions, and policy-oriented deliberations intended to generate evidence-based insights capable of informing future legislative and administrative reforms.
Indicative Sub-Themes
Submissions are invited on themes including, but not limited to:
- Judicial Developments in GST: Retrospective Amendments, Classification Disputes, and Input Tax Credit Litigation;
- Constitutional Architecture of GST and Cooperative Federalism;
- Constitutional Challenges in Technology-Driven GST Enforcement;
- Delegated Legislation under GST;
- Alternative Dispute Resolution in GST;
- Search, Seizure, Arrest and Investigation Powers under GST;
- AI, Data Analytics and Automation in GST 2.0;
- Faceless Scrutiny, E-Invoicing and Digital Verification;
- Risk Management, Audit and Anti-Evasion Architecture;
- Governance and Compliance under GST and its Impact on MSMEs;
- Sectoral Impacts of GST 2.0;
- GST Reforms and Sustainable Growth;
- Integrating Petroleum and Alcohol into GST;
- GST 2.0 and Ease of Doing Business;
- GST and India’s External Sector.
- Authors are also free to submit papers on any topic aligned with the broader theme of the Seminar.
Eligibility
The Seminar is open to:
- Students Enrolled in Undergraduate or Postgraduate Programmes;
- Academicians and Faculty Members;
- Research Scholars and Doctoral Candidates;
- Tax Practitioners and Chartered Accountants;
- Policymakers and Industry Professionals;
- MSME Representatives and Start-up Founders;
- Corporate Leaders and other interested participants.
- Paper Presentation Guidelines
- Abstract: Up to 300 words;
- Full Paper Length: 5,000–7,000 words (inclusive of footnotes);
- Citation Style: OSCOLA;
- Language: English;
- Similarity Index: Not exceeding 15%;
- Co-authorship: Maximum of two authors.
Registration Fees (For Selected Paper Presenters)
- Industry Professionals: ₹4,500
- Faculty / Academicians: ₹3,500
- PhD Scholars / Students: ₹2,500
The registration fee includes conference participation, paper presentation opportunity (for selected papers), conference kit, certificate, three meals, and accommodation on a sharing basis.
Delegate Participation
- Participants may also attend the Seminar as delegates without presenting a paper.
- Delegate Registration Fee: ₹1,000
- Delegate registration includes access to all conference sessions and a certificate of participation.
Awards and Recognition
The Seminar will confer the following awards for outstanding paper presentations:
- Best Paper Award: ₹20,000
- Second Best Paper Award: ₹15,000
- Third Best Paper Award: ₹10,000
