The CHRIST (Deemed to be University) was born out of the educational vision of St. Kuriakose Elias Chavara, who founded the first Catholic indigenous congregation, Carmelites of Mary Immaculate (CMI), which administers CHRIST (Deemed to be University). School of Law, CHRIST (Deemed to be University), through its five-year law Program, has carved a space for itself in the top league of premier law schools in India. The school moulds its students through a combination of exposure to the advanced syllabus, clinical legal education programs, and faculty monitored participation in curricular and extra-curricular activities. About the Gender Studies Committee

At the Gender Studies Committee, School of Law, CHRIST (Deemed to be University), Bangalore, we endeavour to create a space for students to unlearn indoctrinated ideas, engage in thoughtful discussions on gender identity, feminism and queer theory, and deliberate on issues that are at the intersection between “the private” and “the public.”

Over the past few years, the Gender Studies Committee has been at the forefront of research, outreach, and advocacy. We have taken meaningful strides in framing policies, reviewing legislation, and collaborating with national and state-level interdisciplinary departments, ministries and commissions. Alongside this, we are committed to encouraging thoughtful conversations among the student body through the conduct of events, including academic reading circles, guest lectures, certificate courses, and open forums.

Background Guide

Accessibility to public areas faces a persistent danger, and it goes beyond physical exposure, as it instils the notion that women’s bodies are vulnerable to observation, regulation, and unwelcome interference. When poor urban planning fails to address the problems, women face due to the lack of an intersectional approach to urban infrastructure, it becomes necessary to discuss the solutions. Participants are required to draft a comprehensive policy, recognising that experiences of safety are not uniform and should account for the lived realities of diverse groups.

The proposed protocol can include, among other things, urban planning and infrastructure, public transport safety, street lighting, surveillance and privacy safeguards, emergency response mechanisms, community engagement, reporting and grievance redressal mechanisms, accountability of public authorities, digital safety, and public awareness initiatives. Participants can do this by analysing the existing legal and policy landscape, including constitutional principles, municipal regulations, judicial precedents, and relevant national and international best practices, and by drawing upon empirical research, policy reports, case studies, and stakeholder consultations to support their recommendations.

When divided into the specific stakeholder groups, they are collectively expected to approach the drafting exercise from the perspective of the stakeholder it represents while remaining mindful of the broader objective of creating an effective and executable protocol. The participant groups should identify the interests, responsibilities, and constraints of their allotted stakeholder, practical recommendations which the stakeholder would advocate for, and areas where collaboration with other stakeholders would be necessary.

Eligibility

All undergraduate and postgraduate students of law are eligible to take part in the Competition. The Competition will be taking place in person; only students who are able to travel to Bangalore Central Campus are encouraged to register.

Conduct of the Competition

Stage I

• Each participant will be allotted a particular stakeholder prior to the Competition, in relation to the planning, implementation and/or enforcement of a Safe Streets Protocol, including, inter alia, municipalities and urban planners, police and law enforcement, state authorities and women’s commissions.
• Participants are required to conduct prior research specific to their allotted stakeholder and compile the same before Stage II, which will be in person at the Bangalore Central Campus.

Stage II

• On the day of the event, participants will be put into groups of three (3) members as per the stakeholder allotments and will be required to collaboratively draft the policy. A template for the policy draft shall be provided and must be strictly adhered to.
• Teams will be given two (3) hours for drafting the policy: 1 hour for discussion, and 2 hours for drafting, compilation and formatting.
• The top drafts will be selected for presentation on the next day, i.e., 12 August 2026, before a panel of Academics.

Formatting

• All submissions must be in Garamond, Font Size 12, Spacing 1.15; Footnote size 10, Spacing 1.0; Margins: left 1 inch, right 1 inch, top 1 inch, and bottom 1 inch.
• The word limit of the submission shall be a minimum of 1,500 words.
• The relevant sources/references must be mentioned as footnotes. Plagiarism or use of AI-generated content will result in immediate disqualification.
• Citations must strictly conform to the Harvard Bluebook Format (21st Edition).
• All submissions should be made in .doc/.docx and .pdf format.
• The participants shall bear sole responsibility for the accuracy of facts, opinions, or views mentioned in their policy draft.

General Guidelines

• The Gender Studies Committee reserves all rights over the policy drafts submitted as part of the conduct of this Competition.
• The decision of the Committee and the judges shall be final and binding.
• Non-adherence to the rules and guidelines mentioned shall lead to disqualification of the team.

Prizes

• 1st Best Team Draft: Rs. 9,000
• 2nd Best Team Draft: Rs. 6,000
• Best Presenter: Rs. 3,000

The top 10 team submissions will receive certificates of merit, and all participants will receive certificates of participation.

Please note that the prize money amount is subject to taxation vide GST and will be deducted at the source.
