The project focuses on the different frameworks of penal execution in Norway and India, examining the philosophical, legal, economic, and criminological perspectives involved.

About Colloquium

The colloquium “Rethinking Incarceration: Challenges in Sentencing and Administration of Imprisonment” is part of Project EXPUN, a joint research initiative between NALSAR University of Law, Hyderabad, and the University of Bergen, Norway. Project EXPUN critically examines contemporary challenges in criminal punishment, with particular attention to custodial practices, correctional administration, rehabilitation, and the effectiveness and proportionality of penal responses.

The colloquium serves as an academic and policy forum bringing together judges, senior police officers, prison administrators, academics, and policy experts to reflect on sentencing practices, the rationale and impact of incarceration, and the role of alternatives to imprisonment.

It is organised into three thematic sessions:

  • Sentencing Imprisonment – Judicial Dilemmas and Structural Challenges, focusing on judicial discretion, proportionality, legal certainty, and the lack of structured sentencing frameworks.
  • Incarceration Revisited – Rationale, Impact, and Alternatives examines the social, economic, and rehabilitative consequences of imprisonment and explores non-custodial and semicustodial alternatives. 
  • Implementation, Rehabilitation, and Reintegration – From Sentence to Society, addressing post-sentencing challenges, rehabilitation, mental health, reintegration, and institutional coordination.
