About the Collaborating Institue

V.V. Giri National Labour Institute (VVGNLI), an autonomous body of the Ministry of Labour and Employment, Government of India, set up in July 1974, is a premier Institute of Labour Research, Training and Education. Since its inception, the Institute has endeavoured through research, training, and publications to reach all those who are concerned with various aspects of labour, both in the organized and unorganized sectors. The focus of such endeavours has been the transfer of academic insight and understanding related to all the aspects of labour for application to policy formulation, legislation, and action to ensure a just and proper place for labour in an egalitarian and democratic society.

Concept Note

“Uniformity in Labour legislation can never cease to be a matter of importance to so large a country like India with its many administrative and provincial jurisdictions. It must, therefore, continue to occupy our attention in the future as it has done in the past.” -Dr. B.R. Ambedkar. In light of the statement of Baba Sahab Bhim Rao Ambedkar and further the recommendation by the 2nd National Commission on Labour with the observation that existing legislation is very complex, having archaic provisions and inconsistent definitions, and there is a need to improve ease of compliance and ensure uniformity in labour laws.

The labor law reforms have been initiated by the Parliament of India to consolidate and streamline the existing labour regulations by replacing 29 labour laws with four new Codes. These reforms represent a significant shift in the regulatory framework governing labour in India, aiming to create a more conducive environment for business while ensuring the welfare of workers.
