The centre is dedicated to deepening the understanding of parliamentary procedures, legislative policymaking, and law reform.
About the Event
The Centre for Parliamentary Studies & Law Reforms (CPSLR), NUALS is launching the inaugural edition of the Legislative Drafting Competition, it gives an exclusive opportunity to draft in the style of a Private Member’s Bill themed on the End of Life Care Act, 2026. This competition is designed to provide an experiential learning platform where participants explore the interface between law, ethics, and medicine in regulating end-of-life decisions.
Theme of the Event
The proposed End of Life Care Act, 2026 seeks to give concrete effect to the right to die with dignity under Article 21 by regulating palliative care, pain management, and the withdrawal of life-sustaining treatment for terminally ill patients and those in irreversible coma or vegetative states. In the absence of a comprehensive statute, patients, families, and medical professionals face ethical uncertainty, inconsistent hospital practices, fear of criminal liability, and excessive judicial intervention, despite initiatives like the National Palliative Care Programme (2012). While the Supreme Court has recognised passive euthanasia and advance directives, judicial guidelines cannot substitute a uniform legislative framework. A dedicated law would provide clarity by standardising advance directives, regulating passive euthanasia, strengthening palliative care, protecting healthcare professionals, and ensuring that dignity in death becomes an enforceable right rather than a privilege.

Prizes
- Prizes – First Rs. 10,000/-, Second Rs. 6000/-, Third Rs. 4000/-.
- Top 10 Drafts will get Merit Certificates.
- Top 30 Drafts will get Phase II Certificate.
- All participants will get e-certificate of participation.
